Descripción del Proyecto

En el banqueer compartimos nuestra abundancia en pequeñas espirales locales enraizadas en la historia y los ciclos económicos del sur.

Estamos sembrando una organización que redistribuya los ingresos colectivos a través de créditos sin intereses en pequeños circulos de confianza. Para esto necesitamos encontrar una forma legal (o abrir una alternativa) para recibir ether en Costa Rica, circularlos dentro del colectivo, y convertirlos a moneda nacional para relacionarnos hacia afuera del círculo.

En este momento estamos ejecutando un grant de EthKipu para instalar un validador de Ethereum de bajo costo. Este validador será una forma de financiamiento y de apoyo a la decentralización:

En esta otra parte del proyecto vamos a investigar y documentar las opciones legales e informales para activar una organización financiera de criptomonedas en Costa Rica, usando como guía la activación y el funcionamiento futuro del Banqueer.

Con el dinero que estamos solicitando en este grant vamos a reconocer el trabajo del investigador que va a liderar la exploración, registro y activación de la organización, la documentación del proceso, y todos los gastos legales requeridos.

El hackerspace de Costa Rica es un laboratorio para experimentar con tecnologías libres.

Tenemos dos espacios de trabajo:

Aquí colaboramos con nuestres amigues, quienes se nos unen con variadas habilidades y formas de conocimento. Siempre estamos haciendo remezclas con las personas y las cosas que nos encontramos.

Jaqueamos tecnologías, las diseñamos, construimos, remezclamos y reparamos para que sostengan nuestros intereses no digitales, desde música hasta agricultura, territorio, lenguaje y sanación.

Hemos trabajado por 15 años promoviendo el software libre, hardware libre y cultura libre en América Central.

¿Qué problema resuelve el proyecto?

Cuando planeamos el proyecto inicial del banqueer registramos una organización con un fiscal host de Open Collective. A través de este fiscal host queríamos recibir el financiamiento y redistribuirlo en criptomoneda o en moneda nacional entre quienes colaboran con el proyecto. Unos días antes de recibir el dinero, la organización con la que ibamos a trabajar desactivó los pagos en criptomonedas:

Esto nos deja en una situación complicada de resolver. Ahora para comprar el equipo que necesitamos vamos a tener que tomar dolares de las personas que estarán trabajando en el proyecto, y a cambio les vamos a dar una moneda más riesgosa, con una promesa de crecimiento difícil de cuantificar y de materializar en nuestro país. Esto, además, trae sospechas porque muchas veces antes hemos oído promesas similares, que terminan en un montón de trabajo, extracción de valor, y ningún reconomiento económico por el trabajo que realizamos.

Buscando opciones nos encontramos que ni Coinbase, Binance, Kraken, o Bitso permiten el uso de tarjetas de débito para cuentas de Costa Rica. Otras empresas de fintech como Wise, n26 y Revolut, no permiten abrir cuentas en Costa Rica. Los bancos locales no permiten depositos que vengan de la venta de criptomonedas. El cambio en el mercado informal nos trae más riesgos sin muchos beneficios. La legislación nacional apenas está empezando a observar el uso de criptomonedas, por lo que tampoco hay un panorama claro de qué cosas serán legales y cómo se manejará el tema de impuestos.

Esta es la situación que se encontrarán todas las personas y organizaciones con las que queremos colaborar. Hay muchos retos, riesgos e incógnitas para poder iniciar una economía circular que crezca con el uso del ether que estamos empezando a generar.

Lo que podemos hacer es tomar esta realidad y utilizarla para abrir nuevos caminos. Vamos a navegar todos estos retos, documentar las opciones, y definir la forma de funcionamiento del banqueer para recompenzar a les colaboradores con dinero que puedan utilizar en Costa Rica.

Describe el objetivo del proyecto

Documentar las trabas para formar un colectivo financiado con ether en Costa Rica, aclarar los procesos, listar las opciones y sus riesgos, iniciar la discusión para legalizar las transacciones en criptomonedas y su interacción con los sistemas bancarios y de hacienda del país.

De ser posible, registrar el banqueer como una organización que siga las leyes de Costa Rica. De no ser posible, definir una forma alternativa para empezar a funcionar mientras la legislación nacional aclara los requerimientos para trabajar con criptomonedas.

Describe el roadmap del proyecto

Agosto

  • Entrevistas iniciales a miembros de la comunidad de Ethereum Costa Rica, Bitcoin Costa Rica, Nimiq y JáquerEspeis, Asoblockchain, Cambiatus, CRCoin, quienes ya tienen algún conocimiento del uso de las criptomonedas en el país, y su desafíos.

  • Consultar con bancos nacionales y privados sobre sus políticas de criptomonedas.

Setiembre

  • Consultar con personas académicas sobre la aplicabilidad de políticas de criptomonedas al contexdo económico de Costa Rica.

  • Consultar con asesores contables y financieros sobre posibles formas de utilizar criptomonedas en el país.

  • Consultar con asesores legales sobre posibles riesgos al usar criptomonedas en el país.

Noviembre

  • Definir el funcionamiento financiero del Banqueer y su interacción con la realidad nacional.

  • De ser posible, registrar legalmente la organización.

Diciembre

  • Redacción del reporte final.

¿Por qué tu proyecto es un Public Good?

El conocimiento recolectado será publicado en un reporte con licencia Creative Commons Atribución. El Banqueer es un proyecto de software libre con una organización transparente, diseñado como pequeños círculos interconectados. Cada círculo debe adaptarse a su geografía y legislación, por lo que este proyecto de activación de la organización en el contexto legal de Costa Rica dará guía a los nuevos círculos que empiecen a formarse. Desde el JáquerEspeis acompañaremos a todas las personas que quieran explorar estas ideas.

Describe el impacto de tu proyecto sobre el Ecosistema de Ethereum

La riqueza de Ethereum se acumula cada vez más en las mismas estructuras de la economía dominante. Los proyectos siguen replicando exctractivismo y violencia. Al incluir otras formas de ser, conocer, y compartir abundancia, respetando a la tierra y a todes les seres humanos y más que humanos que la habitan, podemos explorar estructuras post capitalistas y las interacciones que emergen de estas. La activación del Banqueer en el contexto legal de Costa Rica nos dará mucha información sobre los retos del uso de criptomonedas en el sur cuando el objetivo es el buen vivir y no la acumulación de riqueza.

Describe el impacto de tu proyecto en LATAM

Aparte de Argentina, México, Brasil y El Salvador, el resto de países de Latino América aun no tienen claridad sobre el uso de criptomonedas. Quienes las usan enfrentan riesgos legales y económicos. Para que más gente se sume a la comunidad de Ethereum es importante aclarar de qué forma pueden utilizar los beneficios económicos para cubrir sus necesidades.

No es claro qué tanto podemos beneficiarnos en el sur con el uso de criptomonedas, ya que hasta el momento no han representado un cambio real en las dinámicas de abuso del norte al sur. Este es un buen momento para involucrarnos en la creación de esta economía con ideas nuevas-viejas-emergentes propias de las formas de existir, sobrevivir y compartir de Latino América. Podría ser un gran cambio en la forma en que Ethereum funciona. Para llegar a esto es necesario entender el contexto legal del país y navegar los retos reales que aparezcan.

Describe los riesgos y desafíos de tu proyecto

Podría no ser posible el uso de criptomonedas de forma legal en el país. De ser así, el proyecto representa un riesgo al documentar formas alternativas para que la organización empiece. Una parte importante es la asesoría legal, y dependiendo de lo que encontremos de camino podríamos no publicar algunas cosas y compartirlas solo con organizaciones de confianza.

Hablar con algunas de estas personas y organizaciones podría despertar sospechas y hacernos recibir más vigilancia y represión. En este caso, más bien publicar todo el proceso será importante, aunque al final no podamos poner el banqueer a funcionar como soñamos. Incluso así sería un interesante experimento.

El 9 de octubre nos notificaron de EthKipu que no tienen fondos suficientes para darnos este grant. Les pregunté por sugerencias para mejorar la propuesta, y no hemos recibido más detalles.

Entonces asumo que el único problema es falta de fondos. Voy a traducir la propuesta a inglés y enviarla a Ethereum Foundation.

The hackerspace from Costa Rica is a laboratory for experimenting with free technologies.

We have a virtual bunqueer in https://bunqueer.jaquerespeis.org and a non-virtual bunqueer in Barrio Escalante, in the center of San José. In these spaces we collaborate with our friends who bring varied skills and ways of knowing, we are always making remixes with everything and everybody that shows up. We hack technology, we disassemble, redesign, build, remix, and repair it to support our local non-digital interests, from music to agriculture, territory, language, and healing.

We have been working for 15 years promoting free software, free hardware, and free culture in Central America.

This is a grant in parallel to the technical aspects of running validators from remote locations in Costa Rica. What is the project?

To document the blockages to form a collective financed with ether in Costa Rica, to clarify the processes, list the options and their risks, start the discussion to legalize the cryptocurrency transactions and their interaction with the banking and tax systems in the country.

If possible, to register the banqueer as an organization that follows Costa Rican laws. If not possible, to define an alternative way to start operations while the national laws clarify the requirements to work with cryptocurrencies.

What problem(s) are being solved by within the scope of the grant?

When we planned the initial banqueer project we registered an organization with a fiscal host in Open Collective. Through this fiscal host we wanted to receive funds and redistribute them in cryptocurrencies or Costa Rican fiat to the collaborators of the project. A few days before receiving the money for the initial grant, the organization that we were working with deactivated the cryptocurrency payments:

This left us in a situation that’s hard to resolve. Now to buy the equipment that we need we will have to take dollars from the people who is working in the project, and in exchange we are going to give them a coin that is more risky, with a growth promise that is hard to quantify and materialize in our country. This also brings suspicions because many times before we have heard similar promises, that end in a lot of work, value extraction, and no economic compensation for the work being done.

Looking for options we found that neither Coinbase, Binance, Kraken or Bitso allow the use of debit cards for Costa Rican accounts. Other fintech companies like Wise, n26 and Revolut forbid accounts from Costa Rica. The local banks don’t allow deposits that come from cryptocurrency sales. The exchange in the informal market brings more risks without a lot of benefits. National laws are just starting to observe the use of cryptocurrencies, so there is no clarity on what will be legal and how taxes are going to be handled.

We want to collaborate with many people and organizations, and this is the situation that they will find. There are a lot of challenges, risks, and unknowns to be able to start a circular economy that grows with the use of the ether that we are starting to bring through our validator projects.

What we can do is to take this reality and use it to open new ways. We will navigate all these challenges, document the possible paths, and define a way for the operation of the banqueer, to compensate our collaborators with money that they can use in Costa Rica.

Why is your project important?

Monetary wealth in Ethereum accumulates more and more in the same structures built by the dominant economy. Projects keep replicating extractivism and violence. By including other ways of being, knowing and sharing abundance, honoring the earth and all the human and more than human beings that live in her, we can explore post capitalist structures and the interactions that emerge from those. The Banqueer activation in the legal context of Costa Rica will give us a lot of information about the challenges when using cryptocurrencies in the south, when the objective is well being and not the accumulation of capital.

Aside from Argentina, México, Brasil and El Salvador, the rest of Latin American countries still don’t have clarity on the use of cryptocurrencies. Those who use them face legal and economic risks. For more people to join the Ethereum community it is important to clarify how they can use the economic benefits to solve their needs.

It is not clear how much we can benefit from cryptocurrencies in the south. So far they have not been a real change in the abuse dynamics from north to south. This is a good moment to jump in and create this economy with new-old-emergent ideas that follow the Latin American ways of being, surviving and sharing. This could be a big change in the way Ethereum behaves. To get there we need to understand the legal context of the country, and explore the real challenges that come.

How does your project differ from similar ones?

The banqueer is a circular credit network with no interests, based on ideas from roscas, fractal geometries, local currencies, bartering meet ups, traditional ways of sharing, and sacred economies. It’s a remix of everything we have explored in the JáquerEspeis, using Ethereum as a way to escape the slavery from nation states, to add liquidity through validator rewards, and to come to agreements on how to relate with other economies.

This project will be an open and transparent exploration of all the challenges and opportunities that we find when trying to register the organization. We will talk to experts, learn from them, share this knowledge, and put pressure to get clarity on the national laws that we have to respect, find ways to hack around the ones that are just unnecessary blockages.

This exploration has been done by a few wealthy private companies. None of their knowledge is shared, and they follow the dominant narrative of extracting profit as intermediaries.

Proposed tasks, roadmap and budget

December

Initial interviews with members of the communities of Ethereum Costa Rica, Bitcoin Costa Rica, Nimiq and JáquerEspeis, Asoblockchain, Cambiatus, CRCoin, coinpaycr, who already have some knowledge about the use of cryptocurrencies in the country, and the challenges.

Consult with public and private banks about their cryptocurrency policies.

January

Consult with academics about the applicability of cryptocurrency policies in the economic context of Costa Rica.

Consult with accountants and financial advisors about the possible ways to use cryptocurrencies in the country.

Consult with legal advisors about the possible risks from using cryptocurrencies in the country.

Define the economic operation of the Banqueer and its interaction with national reality.

If possible, register the organization abiding by all the relevant laws.

Is your project a public good?

Yes. All the collected knowledge will be published in a report with a Creative Commons Attribution License. The Banqueer is a free software project with a transparent organization, designed as small interconnected circles. Every circle has to adapt to its geography and legislation, so this activation project in the legal context of Costa Rica will guide the new circles that start to take form. From the JáquerEspeis we will support all the people who want to explore this ideas.

Is your project open source?

There is no software involved in this fase. But yes, all the materials that we produce will be open source, free to read, free to remix, free to share.

What are your plans after the grant is completed?

At the same time that the organization is formed we expect to have our mainnet validator generating income for the first circle of credits without interests. We will start the rosca meetings, the savings accounts, and figure out investment strategies to relate with the dominant economy.

If you didn’t work on this project, what would you work on instead?

I am a researcher at Flashbots. If these proposals from the south find no funding and no support, I would spend more time on my day job.

Have you applied for or received other funding?

We received an initial grant from EthKipu for 2000$ to run the phase 0 of this project, buying a rock5b to set up as a ethereum validator. More information here: Banqueer: geographic diversity, censorship resistance, and UBI in Ethereum - nº 4 por elopio

While executing that grant we noticed that we needed financial and legal clarity for how to run our organization, and the need to get a prepared researcher on those topics to explore the space with us, thus we proposed this new grant to run in parallel.

Did anyone recommend that you submit an application to the Ecosystem Support Program?

More or less. When we applied to the Ecosystem Support Program for the initial grant, Riely suggested us to translate the application and send it to EthKipu. We did this and we got the grant for the purchase of the validator ARM hardware and its operation, $2000 in USDC. Now that we found this legal uncertainty and the inability to convert that cryptocurrency to pay our contributors, we made this application, in Spanish, and sent it again to EthKipu. They rejected the proposal saying that they didn’t have enough funding, so I thought it made sense to translate it to English and apply to the Ethereum Foundation, who has a lot more funding available.

We asked EthKipu for any suggestions to improve the proposal and we didn’t receive any, so I assumed that the only limitation is the money available, and not any shortcomings on the proposal.

Anything else you’d like to share?

Translating proposals back and forth is annoying :slight_smile: Specially because the formats are not exactly the same, so some parts I’ve had to rewrite.

The biggest challenge for this project remains. If we want to add liquidity to our credit circle without charging interests, the operation of our geographically diverse validators has to be profitable. The value for the network is immense, having nodes running in remote living rooms, activating local economies. However, we are still very far from being able to get the 32 ether to move our first validator to mainnet. So far we have received 2000$, after a slow process of denial-translation-approval. Now we are asking 5000$ and continue facing a painful process to get funding. The incentives are misaligned, to the benefit of speculators and centralizing forces. This exploration is very interesting, how can we make it easier for remote communities in the south to start getting the benefits? How can we learn from their ways of surviving, relating to value, to each other and to the land in a way that informs us to make more relevant economic systems?

It’s painful, but fun so far. We will be happy to discuss this proposal and more details about the banqueer in person.
